Description
Women's Safety and Support Service provides women involved in on-street survival sex with Outreach and Case Management support with a long term aim of supporting them out of sex industry. The project is committed to working with partners to deal with problems relating to Violence Against Women and Girls (VAWG).
Tower Hamlets Council is committed to end sexual exploitation through selling survival sex as reflected in in the VAWG and Women's Safety Strategy Action Plan 2024-2029 and in the VAWG and Women's Safety Strategy 2024-2029. It continues to be a priority area for the Council, with objectives related to this in the Tower Hamlets Strategic plan for 2022/2026. The Tower Hamlets Substance Misuse Strategy 2020-2025 also places an emphasis on the need to tackle domestic violence and exploitation through sex industry by providing support services such as drug and alcohol treatment, mental health and sexual health clinics.
This project will continue to benefit the community in the following ways by:
Providing support for women to exit the sex industry and as a result reducing the number of sex industry related problems such as ASB, human trafficking, sexual grooming, pimping, drug dealing, robbery, noise, litter, harassment, soliciting and kerb-crawling.
Providing women who sell survival sex with support around safeguarding, safety planning, accessing accommodation, substance misuse services, physical health & mental health services
Supporting women in reporting instances of violence and sexual violence to the Police and statutory services
Provide a borough-wide partnership response in supporting women who sell survival sex in various contexts via the Tower Hamlets Prostitution Partnership (THPP).
Lot 1. Enhanced Rough Sleeping Outreach Service
Description
The London Borough of Tower Hamlets (LBTH) is driven by the vision of positively improving the quality of life of vulnerable socially excluded people. They are committed to ensure that rough sleeping is prevented wherever possible and, where it cannot be prevented, it is rare, brief and non-recurring.
For over 20 years, the council has commissioned a rough sleeping street outreach service. During this time, thousands of individuals have been identified, assessed, and supported through tailored action plans. The service has successfully achieved many move from the streets into temporary or permanent accommodation, while working with partners to ensure that clients sustain their homes and have opportunities to improve their health and well-being.
This document is the specification for the delivery of an Enhanced Rough Sleeping Outreach Service (EROS) in London Borough of Tower Hamlets.
The overarching aim of the Service is to support individuals who are rough sleeping in Tower Hamlets by responding to alerts of new rough sleepers, conducting assessments, and providing casework that engages both statutory and non-statutory services to ensure a holistic response to client needs. This is with the aim of supporting individuals to access suitable and appropriate accommodation and move them away from rough sleeping for good.
This specification shall form part of the legal basis for the provision of the service for the contractual period of 4 years. It describes in detail the services to be delivered. It sets out the principles, requirements, activities, outcomes and monitoring for the Service that are expected to be achieved over the Service contract period. It is expected that services will be subject to review, change and innovate over the course of their delivery.
The successful bidder shall need to commence the new service 01st April 2026.
