Scope
Description
North Northamptonshire Council is committed to promoting sustainable, safe, and
healthy travel to education settings across the region. As part of this commitment, the
Council seeks to procure a Travel Plan Advisor to work directly with schools to develop
and implement bespoke School Travel Plans. These plans will be entered into the
national Modeshift STARS database, supporting schools in achieving accreditation and
contributing to wider environmental and health goals.
The contract will be for one year with an option to extend for a further year if required.
1. Engagement and Support
- Proactively engage with schools to promote the benefits of School Travel Plans and
Modeshift STARS accreditation.
- Provide tailored advice and guidance to school leadership teams, governors, and relevant
stakeholders.
- Facilitate workshops, meetings, and training sessions to build capacity within schools.
-Liaise with other providers contracted to deliver Bikeability and other soft measures on
behalf of the council to offer schools training and measures dependent on their Travel Plan
progress

2. Travel Plan Development
- Assist schools in collecting baseline data on current travel patterns using surveys and other
tools.
- Support schools in identifying barriers to sustainable travel and developing realistic,
measurable actions.
- Ensure travel plans align with local and national policies, including North
Northamptonshire's Sustainable Travel to Education Strategy and the Modeshift STARS
framework.
3. Modeshift STARS Accreditation
- Guide schools through the Modeshift STARS registration and submission process.
- Provide technical support for data entry and evidence collation on the Modeshift STARS
platform.
- Monitor progress and support schools to work toward achieving Good, Very Good,
Excellent and Outstanding accreditation levels.
4. Monitoring and Reporting
- Maintain accurate records of school engagement, travel plan progress, and accreditation
status.
- Provide regular updates to North Northamptonshire Council, including performance metrics
and case studies.
- Identify and escalate any issues or risks that may impact delivery.
5. Strategic Contribution
- Contribute to the development of a borough-wide strategy for sustainable school travel.
- Share insights and best practices to inform future policy and programme development.
- Collaborate with other council departments, external partners, and regional/national bodies
as required.
The Travel Plan Advisor will operate across various school environments in the North
Northants area and must ensure compatibility with existing council systems and policies.
Health and safety considerations must be adhered to during school visits and engagements
and includes DBS checks for all individuals involved in delivery of the contract.
School Travel Plans
The supplier commits to engage and work with a target 40 schools in first year of the contract
with an output of 30 completed School Travel Plans submitted onto Modeshift to achieve
'Accredited' status but also to have completed the Modeshift standard pupil mode of travel
survey. A requirement that 20 schools will have achieved the 'Good' level of accreditation. A
requirement that 5 schools will be deemed to be 'Champion' schools achieving 'Very Good'
or above accreditation on Modeshift in the second year of the life of their Travel Plan. These
schools as champions will be able to exert peer to peer influence and relevant support to the
wider schools community. Each plan must include baseline travel data, identified barriers,
proposed actions, and monitoring arrangements. Plans must be uploaded to the Modeshift
STARS platform and meet the criteria for at least 'Good' accreditation. A written pledge from
the named owner of the school travel plan to commit to continuous development of the travel
plan and ambition to achieve an improved rating going forward. This would trigger further soft
interventions to the school such as level 3 or other cycle training measures and a suite of
other complementary offers. More details of how this would work can be given after contract
award and project kick-off meeting.

Description of possible extension:
The Council may extend this Agreement beyond the Initial Term for a further period of one
year (the "Extended Period") if both parties agree in writing to such an extension or
extensions. The same terms and conditions as those contained within this Agreement shall
apply to any Extended Period.
