Swindon Borough Council is looking to appoint an external multi-disciplinary consultancy to support the in-house Operations Technical Services team in delivering major works projects.
Prior to commencing a formal procurement exercise, this Prior Information Notice (PIN) has been published to notify the market of the upcoming opportunity, to identify the level of market interest in the project, and to invite supplier feedback on the proposed approach or alternatives. This feedback is intended to help shape the commercial model and procurement procedure followed and to this end suppliers are invited to take part in a short questionnaire and further engagement, details of which are included below.

Swindon Borough Council is committed to delivering for our residents, local businesses and communities, with our services providing a lifeline and safety net to residents who need us most through the vital care and support we provide. We're ambitious for the town, realistic about the challenges but excited for the future, and we're acting now to meet the needs of Swindon’s growing population.
Responding to both corporate and housing commissioners request for improvement, modernisation or repair works, the Operations Technical Services team are tasked with the design, procurement and delivery of circa £22m PA of capital works.
Examples of the types of projects delivered by the team include:
- Retrofit improvement projects including housing, corporate and operational buildings.
- Large scale component modernisation works such as bathrooms, kitchens & roof renewals to the Council’s housing stock.
- Full remodelling / change of use for corporate and operational buildings.
- Ad-hoc repairs/improvement works requiring specialist and bespoke design and/or specifications.
The team currently comprises a number of surveyors and contract administrators each with specialisms and varying levels of experience. In order to fully deliver the capital programme, deal with peaks and troughs in demand, and have sufficient business continuity planning, the team requires additional support from external consultants. To encourage a collaborative and partnering approach, the Council is considering appointment of a single-supplier framework agreement to deliver the additional support and become an extension of the in-house team.
In addition to providing technical support/ input at all project stages and leading/ supporting all disciplines across all RIBA stages 0-7, the appointed consultant will act as critical friend and provide strategic advice and specialist knowledge to the Council.
Services required will include (but are not limited to):
• Contract administration

• Landscape services
• Specialism Design support (Heritage, Fire, Lifts, M&E)
• Planning and building regulation
• Specialist defect investigations and remedial specifications/schedules
• Interior design
• Structural Engineer
• Surveying
• PAS2035 & PAS2038 co-ordination, design and assessment
• Viability & Stock condition surveys
• Strategic Policy support in relation to Asset Management and/or carbon reduction/ sustainability
Support would be linked to major works rather than ongoing maintenance services.
This appointment will be fundamental in enabling the Council to deliver its capital works programme, which will in turn contribute to the Council’s commitment and drive toward net-zero emissions by 2030, helping to make Swindon greener and more sustainable.
