Hampshire County Council are intending to run a tender in May 2025 with the aim of securing a supplier(s) to deliver prevention and support services for victims/survivors of domestic abuse as defined under the Domestic Abuse Act 2021 (will include all age victims/survivors) across 3 Lots:
1)Safe accommodation
2)Community-based and health-based settings
3) Workforce development and innovation
The domestic abuse services will adopt an outcomes-focused, trauma-informed, whole system approach, integrating pathways with providers of other key services. The service supplier(s) will work in partnership across the Lots and with local agencies and organisations across the wider statutory, non-statutory, community and voluntary sector to enable holistic prevention and support. The services provided will be inclusive and adopt a tailored approach which address barriers to engagement and responds to individual needs.
The services will be delivered as a 3+2+2 year contract, commencing in April 2026.
The estimated total value for all three Lots will be up to £33,000,000 over seven years.

Contract start dates for the Safe Accommodation Services are:
1) Refuge Accommodation, Sanctuary Scheme and WHA Elements will start from 1st April 2026.
2) Dispersed Safe Accommodation will start from 9th October 2026
3) Provision of safe accommodation support services that meets the diverse needs of victims/survivors and any children or dependants. This Lot will help Hampshire County Council meet its statutory duty under Part 4 of the Domestic Abuse Act (2021). The specialist safe accommodation support services will be delivered in Refuge, Dispersed Safe Accommodation, and through the Sanctuary Scheme. The service will also deliver elements of the Whole Housing Approach to support victims/survivors in addressing their housing needs to help them become and remain safe from abuse. There will also be a focus on supporting children and young people within safe accommodation.

1) Delivery of a single point of contact to victims/survivor's support services, provision of advice and support (including for professionals, family and friends), triage, and management of referrals.
2) Provision of specialist domestic abuse support in community settings to meet the needs of medium and high-risk victims/survivors including children and young people and those with diverse needs and disadvantages; supportive one-to-one and group work; counselling services for child and adult victims/survivors; a transformation element to develop integrated pathways between mental health services and community domestic abuse services.
3) Increase domestic abuse specialist capacity and capability across Acute Hospital, Acute Mental Health Trusts, Community Mental Health settings, and primary care (GP and Community Pharmacy) through workforce development and direct support of victims/survivors who are patients and who are members of the NHS workforce.

This Lot will focus on workforce development, awareness raising, and digital innovation. Comprehensive domestic abuse training will be delivered to multiagency partners and there will be delivery of age-appropriate face to face domestic abuse education to children and young people. This Lot will also include the delivery of a transformation element to develop 'by and for' specialist services that are led, designed, and delivered by and for the users and communities they aim to serve (for example victims/survivors from ethnic minority backgrounds, deaf and disabled victims/survivors, male victims, and LGBT victims/survivors).

Market Engagement Event
The Council would like to invite potential providers to attend a Microsoft Teams event on Monday 3rd March 2025 at 9.30am. The purpose of the event is to discuss the services and support the market to understand how to bid for the tender in preparation for when the opportunity is live.
