The Contract is for the operation of the Authority-owned leisure facilities: GL1 and Oxtalls Sports Park. The Contract also includes the design and delivery of a new neighbourhood-based service.

Also included within the scope of the procurement, but subject to separate contractual arrangements with third parties, are University of Gloucestershire’s sports facilities including Oxstalls Arena (under a dual use agreement with UoG) and the planned Blackbridge Community and Sports Hub (under a lease with Blackbridge CCBS).

two.2.4) Description of the procurement

Also included within the scope of the procurement, but subject to separate contractual arrangements with third parties, are University of Gloucestershire’s sports facilities including Oxstalls Arena (under a dual use agreement with UoG) and the planned Blackbridge Community and Sports Hub (under a lease with Blackbridge CCBS).

A market interest day is being held in Gloucester on Tuesday 5th March 2024. Bidders will be given further information about the opportunity and meet representatives from Gloucester City Council, University of Gloucestershire and Blackbridge CCBS. There will be a tour of the facilities in the scope of the procurement. Interested parties wishing to attend should register via the Authority's secure (hosted) electronic Tendering system ‘Supplying the South West’ portal, www.supplyingthesouthwest.org.uk .

The contract for the provision of the Services (the “Contract”) will be let for a minimum period of 10 years with an option to extend for up to two periods of up to 5 years each, intended to commence 2 January 2025.

Please note that for the Gloucester City Council contract, there will be mandatory variant submissions required as part of the tender process:

Mandatory Variant Submission 1 – No Authority investment, 10-year initial contract period

Mandatory Variant Submission 2 – 15-year initial contract period

Also explored within the scope of this procurement is the opportunity for the successful Candidate to manage and operate, under separate contracts:

• Oxstalls Arena (University facilities under a dual use agreement with University of Gloucestershire)

• Blackbridge Community and Sports Hub (planned community sports hub facility under a contract with Blackbridge Charitable Community Benefit Society).

2 x 5 years by mutual agreement for each of the three potential contracts.

Please note that for the Gloucester City Council contract, there will be a mandatory variant submission required as part of the tender process where the initial contract term will be 15 years, with a 60-month optional extension on agreement by both parties (potential total contract duration 20 years).
