Mid Devon District Council (MDDC) has secured funding from Historic England to help regenerate Cullompton Town Centre through the High Streets Heritage Action Zone (HAZ) programme.
The programme is a national project aiming to unlock the potential of high streets across England, fuelling economic, social and cultural recovery, with 68 high streets offered funding. Cullompton is one of only 10 successful High Streets in the South West region.
The Higher Bullring Public Realm Enhancement project, delivered in partnership with Devon County Council, will seek to enhance the heritage setting of the Higher Bullring public realm while providing a flexible, extended community space for community events and cultural activities.
Overview of the Design Work
Expressions of interest are invited from suitably qualified and experienced landscape design/ public realm design consultants to undertake public realm enhancement design of the Higher Bullring in Cullompton town centre, on behalf of MDDC.
The project will require extensive community engagement to deliver a flexible design that meets the current and future needs of the community including for events, cultural and market activity. It is important that the community feels actively engaged in the development of the scheme. The proposed enhancement work will also be sympathetic to and enhance the heritage setting of the Higher Bullring.
It is anticipated that the public realm enhancement will focus around the War Memorial in the centre of the Higher Bullring area, which is currently the focus for the street market and monthly Farmers’ Market. Design development would need to consider public realm enhancement around the War Memorial in the context of potential broader improvements to the entire Higher Bullring space, including car parking.
In addition to landscape/ public realm design and community engagement, the consultant will also need to consider traffic management as this relates to the public realm enhancement design.
