UK Shared Business Services Ltd (UK SBS) on behalf of UK Research and Innovation ("UKRI"), wish to establish a Framework Agreement to provide minor Construction Building, Mechanical and Electrical works up to a value of £500,0000.00 ex-VAT per project.
UK SBS is manage this procurement process in accordance with the Public Contracts Regulations 2015 (as amended from time to time) (the "Regulations").
This is Works Framework Agreement being procured under the Open OJEU procedure regulations.
The Framework Agreement duration shall be for a period of three years with an option extension of a 1-year period (3+1) from commencement for the Framework Agreement. The Framework contract is NEC4 Term Service Contract, Option A and it is the intention that projects will be issued on a Task Order basis.

two.2.4) Description of the procurement
UK Shared Business Services Ltd (UK SBS) on behalf of UK Research and Innovation (UKRI) wishes to establish a Framework Agreement for the appointment of three Contractor's to undertake minor works up to the value of £500,000.00 per project at the Daresbury Laboratory.
UK SBS is manage this procurement process in accordance with the Public Contracts Regulations 2015 (as amended from time to time) (the "Regulations")
This is Works Framework Agreement being procured under the Open OJEU procedure regulations.
The Framework Agreement duration shall be for a period of three years with optional extensions of a 1-year period (3+1) from commencement of the Framework Agreement. The Framework Agreement contract is NEC4 Term Service Contract, Option A and it is the intention that projects will be issued on a Task Order basis.
There is a lot going on at STFC, new builds, extensions, minor works, etc. Over the next five years a further 10,000m2 GIA could be added to the estate. Our facilities are new and old, traditional and unique.
The Client requires to work with up to three contractors who can demonstrate and deliver a high volume of small construction projects (including design and build) and minor works projects up to £50k and the ability to deliver projects up to £500k.
Any successful Contractor will be expected to have the capability to deliver mechanical, electrical (including high voltage) and civil engineering projects. Examples of this would include a full building heating system replacement, installation of new transformers or switch gear and any projects from the replacement of old concrete floor to the construction of bunds, walls and up to small buildings.
Recent examples of projects undertaken include:
- Office refurbishments
- Toilet refurbishments
- The removal of a significant tonnage of old concrete and renewal
- Roof replacements
- Building heating system replacements
The Contractors will work closely with the Client, to deliver a variety of construction works in a coordinated, safe, timely, and cost-effective manner. The Client is looking to partner with up to three innovative contractors that invest into their businesses and people, have agility within their supply chain and manage performance and quality through robust process.
The works will be priced using agreed schedule of rates, negotiated price or through open book approach with the contractor. The objective of the Framework Agreement is to jointly, achieve the 'best outcome in both price, quality and delivery'.
In the first instance works with a value of up to £15,000 will be offered to the Contractor who achieves the highest overall score in the tender evaluation and awarded subject to a KPI targets being achieved and a compliant quotation based on their Schedule of Rates being accepted by the Client.
For Works valued at £15,000 or more the three Contractors will be invited to submit quotations, subject to KPI targets being met, based on their Schedules of Rates for the works.
