The BBC wants to launch a new Leadership Development Programme in the first quarter of 2024 to build the effectiveness of its Departmental leaders.

The proposed solution would be open initially to new and prioritised Departmental leaders from all divisions and functional areas of the BBC, including staff from public service and commercial areas, based across the UK and around the world.

We are seeking a trusted external partner to design and deliver this new blended learning solution.

There are around 950 Departmental Leaders in the BBC. Approximately 70 are new to their role each year. Places on the blended cohort development programme will be targeted at newly transitioned leaders in their first departmental leader role. We estimate a minimum annual demand of 70 per year for this leadership solution, covering all newcomers to that level and a small number of others prioritised to promote accelerated progression. However, we are interested in working with external partners with the capacity to scale up to offer more places on the programme to meet business need.

BBC departmental leaders carry out a range of roles and are key to the BBC’s ability to deliver value to all audiences whilst changing and adapting. They are mainly highly experienced professionals managing relatively large areas of the BBC.

six.3) Additional information

In the case of technology requirements, the BBC may involve its technology partner (Atos IT Solutions and Services Limited) to assist in the scoping and drafting of invitations to tender and/or the evaluation of tenders. However, the final decision as to which is the most economically advantageous (by reference to the award criteria) will be made by the BBC. The awarding authority reserves the right not to award a contract and to annul the procurement process at any stage. Tenders and all supporting documents must be priced in sterling and all payments will be made in sterling. The contract shall be subject to English law. The awarding authority does not bind itself to accept the lowest, or any tender and reserves the right to accept part of a tender unless the tenderer expressly stipulates otherwise in the tender document.
