The Council invites bidders to respond to this ITT for the provision of Catering Services at the Brighton Centre for an initial term of five years, with the option to extend for two further periods of twelve months.(5+1+1)
The purpose of this tender is to obtain professional, properly defined and costed propositions and solutions for the provision of a catering services concession contract at the Brighton Centre. The information provided in the specification will help your organisation to evaluate your suitability for the Council's specific requirements.

two.2.4) Description of the procurement
The concession contract will provide the successful bidder exclusive rights for the provision and sale of food and beverage (including alcohol) at the Brighton Centre, including catering for corporate clients, delegates at conferences and members of the public at events.
The contract is being let as a service concession contract, whereby the Council does not provide an up-front fee to the Contractor but instead grants permission for the Contractor to operate on its premises and generate revenue. In return, the Council expects a guaranteed annual minimum payment to be paid by the Contractor or payment of a specified percentage of annual turnover (whichever is greater).
The current annual turnover for this service is approximately £1.4million net (Pre COVID) and bidders should use this figure as a basis for their pricing proposals. The Contractor is expected to work in partnership with the Council to increase both revenue and overall service levels, including customer satisfaction.
The Contractor will be expected to fully staff the service and manage the running of the kitchen and catering areas. This includes, but is not limited to, ordering and food management, cleaning, maintenance of equipment and provision of additional crockery and cutlery etc if required.
This is an ongoing service and it is anticipated that the award of the concession contract will be deemed to be a "relevant transfer" attracting application of the TUPE Regulatory regime. The Council, without any obligation or commitment on its part, will provide indicative information only. The prospective tenderers are strongly advised in their own interest to carefully carry out their own due diligence and take necessary professional advice to have a fair idea of the impact of TUPE Regulations. All pricing information submitted by tenderers should consider all associated TUPE costs, including, but not limited to, any applicable redundancy, transfer or pension costs. The Council will not provide additional funds relating to TUPE.
