Description
This procurement is intended to appoint a number of specialist asbestos Consultancies and Contractors to a Framework to assist Gentoo in maintaining control, improving management, and removing any ACM's required.
This Tender has been broken into two Lots. The Lots are broken up as follows:
• Lot 1 - Asbestos Management Services; and
• Lot 2 - Asbestos Removal Services.

(d) All necessary reporting requirements.

Framework operation description
It is the intention of Gentoo to establish a Framework to deliver these works.
The underlying reason for procuring in this manner is the need to maintain a continuous service in the event of failure by any Supplier.
The Framework will be ranked, based upon the evaluation criteria included within the Invitation to Tender document. The Tenderer who submits the most advantageous Tender will be ranked in first place and all other positions on the Framework will be determined by their difference in scores from the first ranked Tenderer.
Award of the works will be made as follows:
All works will initially be awarded to the Tenderer who ranks in first position on the Framework. In the event they are unable to meet the requirements for any reason, Gentoo will then approach the second placed Tenderer. This process will then repeat until the Framework has been exhausted.
Gentoo will reserve the right to make direct awards to any Supplier appointed to the Framework that best meets the needs of the task.
Whereby a larger scheme/project arises, Gentoo reserve the right to conduct a mini competition between all ranked Providers.
In spite of this, Gentoo Group reserve the right to retain as much flexibility as is necessary when issuing works orders and will utilise the Supplier most suited to the tasks being issued. Particularly in circumstances in which a responsive approach is necessary and a quick turnaround of information is required - Gentoo will appoint the most suitable Supplier to carry out this work.
Gentoo also reserve the right to appoint more than one Supplier at any time to ensure key milestones are adhered to and completion of all issued works is completed within the pre-agreed timescales.
The Framework will operate on a performance-related basis. Regular failure against the Key Performance Indicators will lead to the suspension of works orders. Further information regards this process is provided elsewhere within the Tender Pack.
On an annual basis, Gentoo Group reserve the right to conduct a Price Refresh process between all ranked Providers, per Lot. The price refresh will be based on 100% Price and provides an opportunity for the Provider rankings to be amended based on the outcome of the evaluation.
