The Association of North East Councils Limited trading as NEPO is inviting tenders for organisations to participate in a maximum 60 month Pseudo Dynamic Purchasing System for the provision British Sign Language Interpreters to provide a compliant route to market for both planned and unplanned requirements related to the Provision of British Sign Language Interpreting Services for those members of public for whom British Sign Language is their primary method of communication.

The opportunity can be accessed via the NEPO eTender system. Suppliers wishing to be considered for this Pseudo Dynamic Purchasing System must register their expression of interest and submit a tender through the NEPO eTender System. If not already registered, candidates should register on the NEPO eTender system at https://procontract.due-north.com/register.

The Public Contracts Regulations 2015 ('Regulations') provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).

Any such action must be brought promptly and within the time limits as defined in the above regulations. Where an agreement has not been entered into the court may order the setting aside of the award decision or order the contracting authority to amend any document and may award damages. If the DPS has been entered into the court has the options to award damages and/or to shorten or order the DPS ineffective.
