two.1.4) Short description

Grŵp Cynefin is proposing to construct a new three-storey Extra Care facility comprising 35 apartments together with communal areas as an extension to its existing Extra Care Facility in Ruthin, Denbighshire known as ‘Llys Awelon’. The proposed works will also include alteration and refurbishment works to be carried out to the existing Llys Awelon building.

Grŵp Cynefin is in the process of commissioning Asbestos Surveys of the existing buildings and the Surveys are anticipated to identify significant quantities of Asbestos Containing Material which will be required to be removed by licensed Contractors as part of the proposed works.

The proposed works will require significant services diversion works to be carried out prior to the commencement of the demolition works, which will require careful management so as to cause the minimum of disruption to the residents and staff of Llys Awelon.

Grŵp Cynefin is seeking to appoint a suitably skilled and experienced contractor to carry out the demolition of two existing buildings located adjacent to Llys Awelon and then undertake the construction of the new three-storey extension to Llys Awelon. Previous experience and expertise in the construction of ‘Extra Care’ residential facilities with particular experience of constructing extensions to existing occupied residential facilities that house frail and elderly residents will be essential.

Key dates are:

- Issue Contract Notice: December 2020.

- Date for submission of completed SQ: 8 January 2021.

- Date for issuing Commercial pricing documents to shortlisted applicants: 12 February 2021.

- Dialogue Meetings: 1 April 2021 to 12 April 2021.

- Appointment of successful Bidder: 17 May 2021.

- Start on site: 28 June 2021.

two.2.4) Description of the procurement

Grŵp Cynefin is a Housing Association that provides homes across the six North Wales and North Powys local authority areas. Its vision is making a positive difference to lives and communities. This is achieved through providing excellent homes and services, contributing to the development of sustainable communities and protecting and promoting the Welsh language with pride.

Grŵp Cynefin is seeking to appoint an organisation (or collaborations) with previous experience of constructing high quality Extra Care housing with sufficient capacity to deliver its development objectives within agreed timescales and budget.

The proposed programme is for Works to commence on site in June 2021 and be completed by August 2023. The form of contract will be the JCT Design and Build Contract (DB2016) with client amendments.
