As well as being secure and complying with the provisions of the Data Protection Act 2018 and the Caldecott Report, the system provides a robust and compliant case management and reporting system which enables safe and effective management of treatment as well as reporting to the PHE NDTMS (National drug treatment monitoring system), the data from which forms the basis of national performance, outcomes reporting, benchmarking and value for money calculations. The system includes all assessment and case management tools, all patient records and electronic prescription generation.

The ECMS is a required and crucial component of a Drug and Alcohol Treatment System. In CIOS we currently commission services from 2 Treatment Providers and approximately 70 detached key workers enter data on laptops. As well as being secure and complying with the provisions of the Data Protection Act 1998 and the Caldecott Report, the system provides a robust and compliant case management and reporting system which enables safe and effective management of treatment as well as reporting to the PHE NDTMS (National drug treatment monitoring system), the data from which forms the basis of national performance, outcomes reporting, benchmarking and value for money calculations. The system includes all assessment and case management tools, all patient records and electronic prescription generation.
Therefore, this market is regulated in as much as any system must be supplied by an accredited NDTMS-compliant Supplier. National Drug Treatment Minimum Dataset System (NDTMS)-compliance for all datasets and ability to demonstrate compliance with future PHE/NDTMS requirements is essential. The system must comply with all NDTMS business rules and definitions and be responsive in accommodating Drug Intervention (criminal justice) core data sets, including real time NDTMS/Drug Intervention Monitoring Information Service (DIMIS) monthly uploads.

Explanation:
Cornwall Council are proposing to modify the Domestic Abuse and Sexual Violence Electronic Case Management System contract evoking The Public Contract Regulations 2015, regulation 32(2)2 (b) (ii) i.e. awarding a contract by negotiation without prior publication to a particular economic operator where competition is absent for technical reasons
The modification to the contract would include the addition of the Drug and Alcohol Action Team (DAAT), Anti-social Behaviour (ASB) and MANTA (Multi-Agency Information Sharing Platform) requirements.
The major benefits of bringing the systems together is that people experiencing multiple disadvantage are continually falling between services and having to repeatedly engage and retell their story. Amalgamating these systems and rollout out of the virtual information sharing platform delivers more efficient information sharing, reducing duplicate assessment, common risk management and risk reduction and provides a platform for implementing future real time feedback from people utilising the services. As service users give their permission to share, everyone involved in a person’s care can share information and work to a shared plan. In addition, this aggregation will rationalise the contract management, cap expenditure, add value and enable further development of a multi-agency complex needs solution at zero cost.
The proposed contract end date will be 20.08.2024 with a total contract value of £260,590
