PFH is seeking to undertake market engagement to assess the feasibility of developing a PCR compliant procurement solution which would provide access by public sector organisations to a broad range of innovative solutions not widely available in the developed marketplace.

We would like to engage with suppliers who believe they have a unique product, or one for which there is limited availability, and who wish to find a route to market.

The Covid-19 pandemic has disrupted global economies and supply chains beyond measure, forcing companies, sectors and nations alike to adapt quickly and significantly to overcome challenges. As such, implementation of planned innovation, organisational change programmes and the search for competitive advantage have been brought forward en masse, with the pace of change set to continue into the future.

PfH is considering the feasibility of developing a PCR compliant procurement solution to harness innovation and provide options for sourcing emerging products and services to its member base. This may take a number of forms, for example a multi-lotted framework agreement that would enable direct award to a limited number of disruptors in specific areas of innovation, or an open marketplace spanning multiple innovative solutions.

Our intention is to use the market engagement activity to determine the most appropriate procurement tool to deliver the intended outcome. The framework or marketplace would be established for a period of up to four years permitting the awarded suppliers the opportunity to scale the solution and develop the market to a sustainable level.
