NHSEI Primary Care Commissioning Central Team are leading the procurement for Clinical Waste in Primary Care for the seven NHS regions across England. As a result of the pressure on Providers and Commissioners in responding to the Covid-19 pandemic this notice is to inform the market of the Commissioners intention to Direct Award new contracts to incumbent service providers for a 12 month period with the option to extend for a further 6 months. We are also informing the market of our future procurement intentions. All existing Primary Care Clinical Waste contracts will become co-terminus with the revised end date. This approach will allow both the Commissioner and the market to focus their resource on managing capacity and allow sufficient time for Commissioners to procure and Providers to mobilise an England wide approach across all regions. The future procurement will be designed to be market focused and longer term and allow for more sustainable outcomes.

two.2.4) Description of the procurement
NHS England and NHS Improvement Primary Care Commissioning Central Team are leading the procurement for Healthcare Waste in Primary Care for the seven NHS regions across England: Midlands; South West England; South East England; East of England; London; North East & Yorkshire and North West England. The services cover the collection, storage, treatment/incineration and receptacle replacement of categorised Healthcare waste, from primary care health settings predominantly General Practices and Community Pharmacies.
As a result of the significant pressure on Providers and Commissioners in responding to the Covid-19 pandemic and the vaccine rollout this notice is designed to inform the market of the Commissioners intention to Direct Award new contracts to incumbent service providers for a 12 month period (with the option to extend for a further 6 months). Furthermore, Commissioners are informing the market of their future procurement intentions. All existing Primary Care Clinical Waste contracts will become co-terminus with the revised end date. This approach will allow both the Commissioner and the market to focus their resource on managing capacity in their continued response to the pandemic and allow sufficient time for Commissioners to procure and Providers to mobilise an England wide approach across all regions. The future procurement will be designed to be market focused and longer term and allow for the most sustainable outcome for both Commissioners and Service Providers. The Invitation to Tender for this re-procurement is expected to be published in May/June 2021.
Clinical Waste produced at these settings are summarised as:
Offensive waste;
Infectious waste;
Sharps waste;
Medicines/chemical waste;
Cytotoxic/Cytostatic waste:
The estimated value of this 12-18months Direct Award of all contracts is £30m
The above categories will apply to the future re-procurement which may be redesigned to be split into separate Lots such as Collection/Storage & Trunking and Disposal/Treatment/Incineration. As part of this notice we are requesting expressions of interest for a Market Engagement session to be facilitated by the Commissioners in the form of a Webinar/Microsoft Teams presentation to further inform the market of our intentions which will have a questions and answers session to help with any queries raised.
