The Borough Council of Calderdale (“the Council”) intends to procure a Framework Agreement for the provision of home to school transport services. The Council has a statutory duty to provide transport assistance to those individuals who are eligible to receive such assistance under current policies and legislation. Service users requiring transport provision include children and also young people up to the age of 24 with special educational needs/disabilities travelling from home to school within Calderdale. Some service users may have physical, behavioural, emotional or learning difficulties/disabilities.

two.2.4) Description of the procurement

It is anticipated that the Framework Agreement will be established for a term of 4 years and will allow the Council to award work, depending on the circumstances, by way of direct award and through reopening of competition amongst providers which are party to the Framework Agreement (i.e. by way of a mini-competition). The Council does not currently anticipate that there will be a limit to the number of providers who can be appointed to the Framework Agreement.

Interested providers are asked to express their interest in Tendering for this opportunity by responding to the Market Engagement advert via the YORtender website, which is the Council’s nominated e-Tendering portal (see link provided). Interested providers are invited to express their interest by 12:00 on 10/03/23. Queries from providers can also be submitted to the Council via YORtender.

Failure to respond to this Prior Information Notice will not prevent providers from Tendering for this opportunity once it is published. A separate Contract Notice will be issued and interested providers will be able to Tender for the opportunity in response to this.

A Tenderers’ Information Event (“the Event”) will take place ahead of the Tender opportunity being published. This will be held in-person at Council premises in Halifax on 17/03/23 (providers will also be able to attend virtually via MS Teams). In order to attend the Event, providers must express their interest through YORtender by 12:00 noon on 10/03/23. Full details of the Event will be confirmed nearer the time to those who have expressed their interest. Attending the Event is not a condition of Tender, however interested providers are strongly encouraged to do so.
