Birmingham Women and Children's NHS Foundation Trust, as Lead Provider of the West Midlands CAMHS Provider Collaborative (WMCPC) (https://toucanwestmids.nhs.uk/), intend to commission an Admission and Triage Unit (ATU) for children and young people within the West Midlands (aged 13-18) who require intensive mental health support and a brief admission for assessment if required.

two.2.4) Description of the procurement

The successful Provider will work to the following aims and objectives:

- Provide a safe place for young people who present with mental ill health, distress and/or display behaviours that challenges and/or have complex needs. 

- Reduce/manage behaviours that challenge, working with the young person to reduce/prevent the need for the use of restrictive practices and/or inpatient services, wherever possible.  

- Provide a safe bed-based service where an inpatient admission is being sought but a bed is not currently available, and it is deemed not safe for the young person to remain in their home or an acute ward. 

- Provide access to inpatient care 24 hours a day 7 days a week, where the alternative may be within an inappropriate setting including remaining in a 136 suite or Emergency Department. 

- Give time for the young person to de-escalate from their situation in a safe place and allow professionals further time to assess and determine appropriate service(s) and support for the young person to access. 

- Support young people to receive timely and effective care in the least restrictive environment. 

- Reduce inpatient admissions to Tier 4 CAMHS inpatient units and/or reduce inpatient bed days through early access to de-escalation. 

- Provide a range of evidenced based therapeutic support for young person’s recovery and de-escalation from their current situation. 

- Provide specialist mental health assessment by a specialist multi-disciplinary team.  

- Where appropriate, contribute to an existing formulation or commence a formulation following a holistic assessment of the young person’s strengths and needs.  

As a result of this Most Suitable Provider process, a Contract will be awarded to the successful Provider for a period of 2 years (1st April 2025 to 31st March 2027).

This notice is an intention to award a contract under the Most Suitable Provider process. The Admission and Triage Unit is a new service. The most suitable provider identified is an existing provider.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the Most Suitable Provider process of the PSR.

The award decision-makers are the WMCPC. The decision to award the contract was made by the Birmingham Women's and Children's NHS Foundation Trust's Chief Finance Officer. There were no declared or potential conflicts of interest of individuals making the award decision.

The assessment criteria for the Basic Selection Criteria were either assessed as Pass/Fail or For Information.

The assessment criteria for the Key Criteria were assessed as Pass/Fail.
