two.2.4) Description of the procurement
Library services within The Library Consortium (TLC) use an online, evidence-based stock management system (EBSM) to provide an efficient automated process for the management of library lending stock. TLC seeks a supplier to deliver this service commencing 01 April 2022. The successful supplier will provide library staff with an intuitive and powerful means to improve the performance of their collections and help them make better selection and purchasing decisions.
The current services comprises:
> Direct Deliverables set out in the specification relating to day to day deliverables that are essential functions of the EBSM.
> System Functionality that seeks to ensure that the EBSM has compatibility with all current and potential software that TLC may use. Also that deliverables can be tailored and presented in an intuitive manner
> Additional Specification elements such customisable to different TLC bands, able to compare TLC stock with that of other customers of the supplier around the country and allow Administrators to be able to create, enable & disable individual user and library logins
> Ability for Data Extraction to meet national IT standards
> Hosting requirements, the system should provide full and complete Open API functionality, adhering to relevant design and business area Open Standards

The service is being commissioned by the London Borough of Sutton on behalf of The Library Consortium (TLC). The current TLC members are: The London Borough (LB) of Barking and Dagenham, LB Brent, LB Croydon, LB Ealing, LB Enfield, Essex County Council, LB Hackney, LB Harrow, LB Havering, LB Hounslow, The Royal borough of Kingston upon Thames, LB Lewisham, Luton Borough Council, LB Merton, LB Newham, LB Redbridge, LB Sutton, Surrey County Council, Thurrock Borough Council, LB Tower Hamlets, LB Waltham Forest, There is no guarantee that all the existing members will take up the service offer.
The contract will be modified under clause 72.—(1)(a) of the Public Contracts Regulations 2015 (Modification of contracts during their term) to allow any members joining TLC after the date of this notice to join the contract and enable the successful provider to supply the new member the services within the the scope of this procurement.The contract will be modified to take account of the service provided to each new member and the unit price quoted for each local authority.
The scope and nature of the modifications will be the supply of the service to new Local Authority or local authorities joining the TLC after the date of this notice. The price will be the unit price, taking account of the varying number of libraries in each authority, and the scope of the service with be the service agreed with the supplier on award of this contract.
