Scope
Description
Northern Gas Networks (NGN) requires multiple Operated Plant Services to support its Emergency, Locate and Repair (ELR) Teams for non-planned gas escapes across the network.
NGN operates approximately 170 ELR teams, attending circa 120,000 response and repair jobs annually, and may require Operated Plant Services at any time.
NGN also anticipates requirements for Operated Plant Services to support:
- Connections Division: Connecting over 10,000 customers annually, including new builds, disconnections, and service alterations.
- Planned Replacement Programme: Delivering 540 km of mains and 44,000 services per year.
The services will be provided under a Framework Agreement on a call-off basis, ensuring availability 365 days a year, 24/7, to maintain safety, productivity, compliance, and customer care.

Description of possible extension:
The initial period of any contract(s) resulting from this procurement will be 3 years.
The length of the contract may be extended by NGN for a further 4x1-year periods to give a maximum duration of 7 years.

Framework operation description

This procurement will follow the following process:
- Tender notice issued (this notice) for 25 days
- Interested suppliers to follow Market Dojo link to the Conditions of Participation stage (Pass/Fail)
- Suppliers who Pass the Conditions of Participation stage will be invited to a PQQ
- The PQQ end date 20th February 2026
- PQQ responses evaluated
- Suppliers who score over 60% will be invited to tender (RFP)
- At this stage suppliers may be asked to conduct a presentation - further detail to be given at the time.
- RFP will go live on 06/04/2026 until 05/05/2026
- RFP evaluations carried out until 22/05/2026.

If supplementary stages are required throughout the process, or stages noted in the strategy defined above are no longer required, it is at NGN's discretion to include or remove stages.
It is at the discretion of NGN to change the weightings/criteria or add additional sub-criteria/weightings to the PQQ or RFP if there is a need to do so before the submission deadline of the relevant stage.
Any changes to the evaluation criteria will be communicated
to all Bidders.
