The City of Edinburgh Council are looking to procure a suitably qualified Care at Home service along with Specialist Supported Accommodation service to provide the management of/ and supply of high quality carers to support the care for a 18 year old young person (G) who has a diagnosis of learning disability, autism and mood disorder and displays challenging behaviour. G is blind due to his self-injurious behaviours.

The Provider will provide suitable accommodation to meet G’s specific needs. Any accommodation that G resides in will require adaptations to ensure the environment is safe and comfortable for him. An environmental assessment will be carried out to ascertain what adaptations will be required.

The minimum requirement for the fabric of a property is listed within the attached service specification.

two.2.4) Description of the procurement

The Service will support G to ensure he has a good quality of life in his home by providing full time care including personal care, night-time supervision and social opportunities. It would be essential for the Provider’s frontline staff and managers skilled and trained in the delivery of Positive Behavioural Support. The service will also support learning opportunities.

For the purpose of this Service Specification, personalised care is defined as personal care tasks associated with ordinary living that a person might usually perform for themselves.
