Partners Procurement Service, on behalf of Whittington Health NHS Trust (the “Authority”) is establishing a Framework Agreement for the Provision of Payroll and Pension Services (the “Framework Agreement”) that will be available to all current and future members of North Central London Integrated Care System (NCL ICS), and other organisations as set out in the Contract Notice, (“Participating Authorities”) who may access the Framework Agreement during its term and enter into contracts under it.

The Participating Authorities are looking to procure a comprehensive payroll and pensions service based on the Electronic Staff Record platform. The specification and commercial model are based around the principle of a core service specification, with optional related services being available to trusts as required.
The Participating Authorities are looking to drive shared best practice by moving to a single outsourced payroll and pensions provider, leading to increased economies of scale, a higher standard of customer service and a collective focus on developing and implementing innovative solutions.
The Participating Authorities are seeking a supplier who is dedicated to continuous service improvement, with an emphasis on reducing overpayments, increasing automation, improving the customer experience and reducing errors arising from input mistakes or tardiness of updates either by the Trust or Supplier.
Each Organisation wishing to implement the solution will do so via a Call-off Contract under the Framework Agreement.
The Framework will guarantee no minimum spend/volume thresholds.
