Oldham Council and Rochdale MBC seek to appoint a specialist contractor to provide graffiti removal and deep cleaning services.

Graffiti will be removed from all publicly and privately owned properties which are visible from the public highway in accordance with relevant health and safety legislation and best practice in terms of environmentally sound practices.

Deep cleaning duties will be required of various areas, items and buildings e.g. chewing gum removal, war memorials and subways.

Please note the Councils cannot guarantee any level of business under this contract as the number of incidents and deep cleansing requests could increase or decrease subject to changes in several variables.

Description of renewals

The initial contract period is for 2 years (24 months) however an optional 1 year (12 months) extension has been included. The take up on the optional extension will be at the discretion of both Oldham Council and Rochdale Metropolitan Borough.

Quarterly reports will be required to monitor adherence to contractual standards; any work falling outside of the minimum standards shall be included in this report.

The Contractor will provide, implement and monitor a remedial action plan should performance fall below acceptable standards/agreed targets for more than one reporting period in succession.

The KPIs used to monitor performance will include:

1. Racist and/or offensive graffiti removed within 24 hours: Target 100%

2. Graffiti removed within 10 days: Target 100%

3. Graffiti removal jobs carried out to an acceptable standard as monitored by the contractor: Target 95%

4. Deep cleansing jobs carried out an acceptable standard as monitored by the contractor: Target 95%
