two.1.4) Short description
Cumbria County Council is seeking to appoint two consultants to manage the delivery of planned maintenance works in corporate buildings across Cumbria over the next financial year 2022/23.
The Council will allocate an overall budget (inclusive of all costs and fees) of between £3-4m annually for the programme, comprising circa 50-60 individual projects, which will be divided into two packages of work to be delivered by Area, i.e.
1. Westmorland and Furness (Barrow, Eden & South Lakeland)
2. Cumberland (Allerdale, Carlisle & Copeland)
to reflect the two new authorities, which will be in place from April 2023.
Cumbria is currently undergoing a local government reorganisation and Government has announced that Cumbria County Council is to be replaced by two unitary authorities with effect from 01 April 2023. Cumbria County Council shall be entitled to novate the Contract to any successor council as defined in The Local Government (Structural Changes) (Transfer of Functions, Property, Rights and Liabilities) Regulations 2008.

two.2.4) Description of the procurement
Cumbria County Council’s main aim is to ensure that its corporate estate is maintained to a safe, wind and watertight condition, as a minimum.
The Corporate Estate includes, but is not limited to, the following:
• Care Homes
• Highways Depots
• Fire Stations
• Offices
• Adult Day Centres
• Family Centres
• Children’s Centres
• Children’s Centres
• Libraries
The Council intends that construction works included in the programme are to be executed generally between 11 April 2022 and 31 March 2023.
Resources within the Cumbria construction sector become very stretched during the school summer holidays and the Council will want wherever possible to extend projects over the whole 12 months, avoiding this period for corporate works, where appropriate. This is to mitigate as much as possible the inevitable pressure of delivery of a significant number of projects in the six week school summer holidays.
The Council wishes to see work packaged as much as possible – for example work of a similar nature delivered at different properties as a single package; or work to corporate buildings within a geographically defined area delivered as a single package, where practical or economically advantageous to do so.
