Translink wishes to invite tenders for the provision of a “software as a service” (SaaS), fully-hosted, cloud-based Public Transport Planning Platform. The aim of the web-based tool is to map transport routes and services and assess the impact of demographics and changes to routes. The software must create route and schedule scenarios and edit existing routes on a single, web-based map application. It should also generate demographic and accessibility analysis through built-in or importable layers/geographic files and generate isochrone visualisations. In addition, the software should also compute accurate cost and resource requirement estimates.

Translink will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Utilities Contracts Regulations 2016 provides for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
