East Renfrewshire Council will shortly be issuing tender documents as it seeks to appoint an experienced and suitably qualified contractor to undertake the provision of annual servicing, maintenance and repairs to domestic low temperature hot water heating installations and gas appliances within properties owned by the Council.
The appointed contractor will be responsible for delivering a high quality service, in a safe and appropriate manner, on budget and in a professional and safe working environment within the timescales provided

two.2.4) Description of the procurement
comprises the Annual Servicing and Responsive Maintenance to Gas Heating
Systems for approximately 2701 domestic properties and a small number of sheltered housing complexes within the geographical area of East Renfrewshire Council and for which the Council is responsible including the following:-
(a) the provision of a call-out centre, available 24 hours per day until the completion of the contract to enable emergency work to be carried out in compliance with the Contract Conditions;
(b) the provision of base within or adjacent to the geographical area of East Renfrewshire including a dedicated manager solely for this contract, a dedicated staff member to attend Forced Entry annual servicing gas checks;
(c) the carrying out of the annual servicing and Gas Safety Check and break-down repairs necessary to keep the gas systems, appliances and associated ancillary equipment functioning safely and efficiently, including repairing or replacing as necessary at the Contractors expense, any fault or worn out boilers, appliances, cylinders, radiators, controls etc;
(d) inspection, reporting, capping gas supply and draining systems within void properties;
(e) the regular annual service and inspection of, and repair and maintenance of gas appliances, systems and ancillaries at any other addresses within East Renfrewshire Council;
(f) the Contractor shall submit with this offer details of the anticipated numbers of operatives to be employed to carry out the Annual Gas Safety Check and Servicing and the maximum number of services to be carried out by any one operative per day;
(g) provide the Landlord’s Gas Safety Certificate from hand held computers while attending the property; and transmit these to ERC electronically within 24 hours of the certificate being produced;
(h) Checking and testing of associated electrical work will be carried out by fully qualified personnel to the current IEE Regulations and Testing Procedures;
(i) Provision of a portal to give 24 hour live access to the contractor’s data management system to allow instant access to CP12s, repairs and servicing data, calls received etc.;
(j) Provision of all current and any new still to be announced data that ERC requires to be able to report to SHR on servicing, gas safety checks and repairs, including right to repair and right first time data in a form that suits ERC.
