Knowsley Metropolitan Borough Council is looking to receive quotations from bidders for the Provision of Independent Advocacy Service. The Service is split to two lots as follows:

Lot 1 is for the provision of statutory and non-statutory advocacy for all vulnerable residents of Knowsley; and any person directed under statutory legislation where Knowsley Metropolitan Borough Council (KMBC) is the designated local authority.

Lot 2 is for the provision of statutory children’s advocacy for children and young people resident to Knowsley.

Bidders are advised that the deadline set out is absolute. You are advised to upload your submission well in advance of the deadline to avoid any technical issues that might arise causing you to fail to meet the deadline which would lead to the rejection of your submission. The Council is conscious that Bidders spend a huge amount of time, effort and expense in putting together a submission and is keen to ensure that no bid is rejected for this reason.

Knowsley Metropolitan Borough Council is looking to receive quotations from bidders for the Provision of Independent Advocacy Service.

Lot 1 is for the provision of statutory and non-statutory advocacy for all vulnerable residents of Knowsley; and any person directed under statutory legislation where Knowsley Metropolitan Borough Council (KMBC) is the designated local authority.

The Provider of lot 1 will provide independent advocacy for vulnerable Knowsley residents in respect to the legislation in section 4 above. It will also provide advocacy support on local projects, generic issue-based advocacy, parental advocacy, and Self / Peer Advocacy.

Where appropriate the Provider of lot 1 will enable the continuity of an advocate for individual service users, in line with Care Act 2014 guidance, where more than one piece of legislation applies.

The Provider of lot 1 will develop relationships with the Provider of lot 2 to ensure timely and appropriate referrals. Both providers will work with the Council to create a system to effectively collate relevant reporting information which is aligned to facilitate the extrapolation of the data

two.2.4) Description of the procurement

Knowsley Metropolitan Borough Council is looking to receive quotations from bidders for the Provision of Independent Advocacy Service.

Lot 2 is for the provision of statutory children’s advocacy for children and young people resident to Knowsley.

The provider of Lot 2 will be responsible for all Children's and Young Persons advocacy.

The provider will develop relationships with the Provider of lot 1 to ensure timely reaction to appropriate referrals; and create a system to effectively report relevant information.

The providers of lots 1 and 2 will work together to ensure children who are transitioning to adult services have a seamless transition to adult’s advocacy.

Both lots will be tendered simultaneously, and a working relationship should be agreed during the contracts’ implementation phase. The same provider may bid for both lots.
