On behalf of the contracting authority, Mayor's Office for Policing and Crime (MOPAC) the Metropolitan Police Service (MPS) is seeking through this tender opportunity to invite potential Suppliers to tender for The Supply Vehicle Locksmith services for Vehicle Recovery Examination Services (VRES).

Vehicle Recovery and Examination Services (VRES) supports and plays a key part of the MPS' drive to tackle vehicle crime on the streets of Greater London by working in partnership with a number of external agencies and MPS Contractors to remove, recover, restore and dispose of vehicles.

The role of VRES provides support with vehicles that are involved in collisions including those involved in serious and organised crime that require forensic examinations. VRES also plays its role in vehicles that are seized under police powers for no insurance or being driven without a licence.

VRES support frontline policing and operate 24/7/365. VRES has its own unique in-house policing team and a command and control team and currently operate out of two forensic car pounds at Perivale and Charlton, processing c.40,000 vehicles per year. VRES oversee all vehicle types, from two-wheel bikes to HGV's and other heavy bulky items. The work of VRES has a direct, contributing impact on services delivered by the MPS and to those London communities upon the MPS serves.

two.2.4) Description of the procurement

On behalf of the contracting authority, Mayor's Office for Policing and Crime (MOPAC) the Metropolitan Police Service (MPS) is seeking through this tender opportunity to invite potential Suppliers to tender for The Supply Vehicle Locksmith services for Vehicle Recovery Examination Services (VRES).

The weighting applied to the procurement is as follows (excluding Pass/Fail criteria): 50% ITT Technical questions, 10% Social Value and Sustainability, 40% Pricing. Total 100%. All Tenderer's will be ranked using combined scores across all evaluated sections (not just price). Bids will be evaluated against MEAT.

The procurement process shall also entail a Physical Assessment which shall be evaluated on a Pass/ Fail basis.

The MPS/Authority have advertised an estimated contract value of £480,000 to accommodate a contract term of 48 months . The MPS/Authority shall reserve the right to extend the contract value by up to 50% at any point during the contract duration, to accommodate ELVIS implementation (see Statement of Requirements).

It is strongly advisable to fully review the MPS Statement of Requirements (SoR) for this tender opportunity before attempting to complete any tender response documents.

The MPS/Authority shall be awarding a contract for an initial period of 36 months with the option to extend the contract by a further 12 months. Total contract term with extensions included, 48 months.

The ITT will be conducted via the PCR 2015 Open procedure hosted on the MPS e-Tendering platform, Coupa.
