Residential Overnight Short Breaks for Disabled children and young people aged 8 to the child’s 18th Birthday and who live in the B&NES area. These breaks are open to children and young people assessed or known to social care. The majority of children using residential overnight short breaks are ‘disabled children’ with multiple impairments and complex needs, including health and behavioural, rather than children with what would be considered as life limiting conditions, such as cancer. Geographical Area to be covered by the service: Bath and North East Somerset wide and will be delivered at Beaumonds, Padleigh Hill, Bath, BA2 9DW.

Section four. Procedure

four.1) Description

four.1.1) Type of procedure

Negotiated without a prior call for competition

  • No tenders or no suitable tenders/requests to participate in response to open procedure

Explanation:

An initial open (light touch) tender process resulted in 1 bid, which was not suitable.

Given that the council received no suitable tenders, we commenced a negotiated process with the incumbent bidder to arrange delivery of the service, whilst the council reviews the commissioning strategy and needs of children with complex SEND. The council relies on regulation 32 of the Public Contracts Regulations 2015, having run a failed open tender process.

Ensuring continuity of service for a number of disabled children with multiple impairments and complex needs, including health and behavioural needs, is our priority as decommissioning of the current service would result in children requiring additional, high cost interventions, potentially out of the local authority area.
