seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

In consideration of A2. CONTRACT PERIOD, the Parties agree to extend the end date of 14 April 2023 by 12 months to 14 April 2024. NB, the contract was previously varied in February 2021 following the establishment of the FCDO as a result of the merger of the Foreign and Commonwealth Office (“FCO”) and the Department for International Development (“DFID”) under a transfer of function order. This variation terminated the (DFID) agreement and consolidated the requirements under the Foreign and Commonwealth Office Agreement and the DFID Agreement into a single agreement.

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

A change of contractor cannot be made for technical reasons: The contracting authority is currently working to align FCDO staff terms and conditions and merge two, distinct finance and HR systems and payrolls into one, necessitating several phased changes in the format of data required. This transition requires the current supplier to amend their prior work, specifically two existing sets of data, in order to deliver the required interim solution - this currently represents several months of close working with the supplier.

A change of contractor would cause significant inconvenience: This would negatively impact the alignment timetable and push delivery of a single set of allowances to the right as any new supplier would need to develop three sets of data in order to meet requirements.

NB, the contract value has been withheld due to commercial sensitivity. The value of the contract extension is below OJEU threshold and does not exceed 50% of the value of the original contract.
