two.1.4) Short description

Powys County Council (hereinafter referred to as “the Council”) is seeking to engage with a suitably competent, experienced, and qualified provider (hereinafter referred to as “Contractor”) for the provision of Independent Professional Advocacy Service for Adults in Powys (‘the Service’).

Independent Adult Advocacy Service(s): Statutory Independent Advocacy under the SSWB (Wales) Act which is impartial and acts in the best interest of the service user.

Advocacy across all adult citizen groups except those in receipt of statutory mental health advocacy (including seldom heard groups/preferred language).

Working in partnership with the community and voluntary sector to ensure advocacy is understood and support is available to citizens who may have difficulty articulating or negotiating their needs and personal goals.

The service will include:

Promotion and marketing of advocacy services

Robust advocacy data collection to support demand and future intelligence.

The provider is required to be Registered with Care Inspectorate Wales CIW for

Regulated Advocacy Services (Service Providers and Responsible Individuals)

(Wales) Regulations 2019.

Providers must make provision for the Strategic Framework for Welsh Language Services in Health, Social Services and Social Care (2016-19) which places a responsibility on “organisations across the public sector to comply with the Welsh Language (Wales) Measure 2011.

The Contract will be for 3 years and will commence on the date indicated in the award correspondence and will continue from that date until 30th April 2027 (“the Term”) at which date the agreement will automatically terminate unless the Council exercises its option to extend for 1 year, plus 1 year.
