Derby Homes are seeking to implement a new Client Advice Management solution. High Level Business Requirements for the Client Advice Management solution are for a specialised advice management system for vulnerable clients, with a financial assessment tool in line with the Financial Conduct Authority (FCA) requirements for understanding clients' needs and circumstances. It must be capable of producing a Financial Statement which meets the requirements of the FCA with an inbuilt electronic document records management system that marries electronic records to clients' current advice and applies relevant retention periods, to include functionality for managing and setting controls around conflicts of interest between clients as per FCA rules.

We have only been able to identify one solution that meets these essential requirements. We are therefore seeking to use a VEAT notice to confirm if there is only one option or if a competitive procurement process will be needed in the future.

36 month initial contract with 3 x 24 month extension options to review if there are any suitable alternative providers in the future.

We intend to use the software for three years, reviewing for an alternative providers and need for a competitive procedure after two years, then take up to 3 24 month extension options with further review in the first year of each extension.

Only one possible provider to meet all requirements has been identified. Derby Homes Ltd posts this VEAT notice to confirm no other options exist following our due diligence or if a tender is required in the future, to be transparent about action taken and why. The contract term will allow a competitive process in the future if alternatives exist which we have otherwise been unable to identify.
