The current supplier was identified after the previous provider used by the Council went into administration, and has been identified as the only supplier to offer vouchers which initially have no monetary value and are not required to be paid for until colleagues choose the voucher they wish to purchase. Only at this point is Derby City Council to be invoiced for the value of the voucher, taking away the risk of vouchers not being able to be used.

The contract value has been based on estimated demand across the contract duration. It is proposed to directly award a contract without prior publication of a call for competition and consider procurement options for a replacement longer term contract 40 to 50 months into the proposed contract duration. The Council intends the new contract to commence from spring/summer 2021 and run for 60 months.

Explanation:
The current supplier was identified after the previous provider used by the Council went into administration, and has been identified as the only supplier to offer vouchers which initially have no monetary value and are not required to be paid for until colleagues choose the voucher they wish to purchase. Only at this point is Derby City Council to be invoiced for the value of the voucher, taking away the risk of vouchers not being able to be used. Additionally, the supplier is already in use by the Council for other services, limiting activities and costs required for implementation and data processing.
