Hampshire County Council (HCC) is releasing this Prior Information Notice (PIN) on behalf of Hampshire Constabulary (HC) to advise the market of intentions to put in place a contract for the provision of Approved Equality and Inclusion training for Police and staff.
This PIN is also to signal an intention to engage with the market to gauge interest and identify suitable routes to market.
The HC Equality and Inclusion department are keen to engage with suppliers who have relevant experience and capacity to deliver a comprehensive programme of Equality and Inclusion (E & I) education, accreditation and training for all Hampshire Constabulary (HC) staff. This will include all police staff and police officers. Please see the following for further information of Hampshire Constabulary
The engagement process may involve questionnaires, request for information and possibly one-to-one meetings with interested parties (via Teams if required). All meetings shall adhere to Governmental advice in respect of Covid-19.

HC are seeking a supplier to bring expertise and resources to the Equality and Inclusion (E&I) training programme for 6000 Police officers and staff across Hampshire Constabulary.
The initial scope of requirements will include;
•To offer National Accreditation Level 4 or higher CMI recognised or equivalent ranks, grades and roles including a blended delivery approach, learning materials and student support.
•To offer support and guidance by way of a subject matter expert consultant in developing and delivering a holistic Equality & Inclusion programme across Hampshire Constabulary at all ranks grades and roles.
•To offer a variety of delivery platforms. The proposal needs to incorporate the use of creative and innovative solutions to enhance the learning experience. Consider a blended learning approach drawing on a range of delivery methods, which may include face-to-face (which can be delivered remotely using webinars) and which is also likely to include (but not limited to) videos, online/E-learning, workbooks, self-assessment, videos/DVDs, case studies, scenarios, micro-learning.
•To provide resources, articles, learning blogs, videos, courses to be used as on demand learning in a knowledge hub for Police officers and staff to use and refer to as a toolkit at their own pace which will link with our internal learning management system (LMS)
•To develop and facilitate leadership modules that help and support develop leadership skills
•To deliver train the trainer courses for Hampshire Constabulary trainers where necessary.
•To be able to attend regular meets with E&I learning and development manager to support and quality assure the courses.
