Explanation:
The Trust had declared a critical incident in it's Emergency Department due the volume and complexity of patients attending for urgent treatment. To ensure the service remained safe and without risk, the Trust had to mobilise an addtional measure of primary care streaming in the ED, to ensure patients attending were seen in priority order, by an appropriate clinican, based on their presenting condition.
