Rutland County Council (the Council) is undertaking a soft market testing exercise, with the aim of providing information to and requesting feedback from the market, on its proposed model for delivery of a multi-use commercial space in Oakham for the purpose of advancing innovation in the health and related sectors.

This PIN and associated documentation form part of our initial market research in which we are seeking information from a range of providers to inform our procurement approach. The Council is looking for a partner who is prepared to take on the demand risk for the facility in return for the opportunity to pursue rental generating sub-lets.

In order to express an interest, bidders are encouraged to email the contact details on this PIN to access the soft market testing questionnaire and further information. The deadline for expressions of interest is 12 noon 16th February.

two.2.4) Description of the procurement

The aim of this soft market testing exercise is:

· For the Council to gain a better understanding of how the commercial provision is currently operating in this market

· To assess whether the market has experience of being involved in and delivering similar provision

· To stimulate interest in a procurement exercise

The soft market testing exercise is intended to allow interested organisations with appropriate experience to outline their views and ideas about the provision of commercial rental space for health related business.

The Council will consider the responses received as a result of this exercise to help inform the procurement route and determine if external organisations have the ability and experience to manage, develop and advance the services detailed in the documentation.

Potential bidders will not be prejudiced by any response or failure to respond to the soft market testing. Potential bidders must also note that a response to this soft market testing exercise does not guarantee an invitation to participate in this or any future procurement exercise that the Council may conduct.
