two.2.4) Description of the procurement at the time of conclusion of the contract:

DWPs PRIME PFI with Telereal Trillium is due to expire on the 31/03/2018. DWP will need to replace the Facilities Management (FM) Services provided under PRIME with new contractual arrangements.

Through development of a future contracting strategy, the Department will replace: the current PRIME Contract on expiry, with new affordable contractual arrangements that are aligned with wider government policy and; Facilities Management strategies ensuring greater value for money for the tax payer while also delivering an Estate which is fully fit for purpose and meets the changing needs of the Department.

The new arrangements will ensure continuation of the services currently received under PRIME, enabling DWP to continue to operate its core services to the public.

Under the existing PRIME contract TT provides the majority of these FM services through a sub-contractor, under a Total Facilities Management (TFM) delivery model. TFM is where one provider provides both hard and soft services.

FM services are split into two discrete areas, Hard and Soft FM
