Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

This is a specialist service that needs to be managed by a provider with excellent in depth knowledge of local clusters with established links to delivering the IRIS programme. The provider is able to liaise effectively and rapidly to ensure the service meets the needs of the population across SBUHB. The provider is based within the local area and is able to demonstrate their ability to deliver the IRIS programme. The provider also has an established link within the Cluster Network via an earlier pilot of the IRIS programme.
