The purpose of this Periodic Indicative Notice (PIN) and associated documents is to engage with the market to assess the level of interest in/ ability to provide future requirements for rail haulage and associated services for Network Rail.

two.2.4) Description of the procurement

Network Rail will require supply of haulage services from the external supply chain covering locomotives, drivers, ground staff, loads examiners, shunting and wagons. Haulage services will operate, as currently, under the supplier’s safety case on the network under an Unregulated Track Access Agreement.

The services will run nationally and are likely to include a requirement to serve areas of the network not directly under Network Rail’s purview (such as High Speed 1 (HS1), Transport for Wales (TFW), Transport for London (TFL) and HS2), subject to appropriate licenses and agreements being in place.

Any contract will have flexibility built-in to alter volumes annually, within specified limits and detailed plans will be developed on a rolling basis and confirmed/ called-off via the Employer’s train planning system.

LDCs are currently based at the locations as described in the documents that accompany this Notice.

Network Rail is interested in identifying additional LDC locations (not owned by Network Rail) that prospective Tenderers could offer in addition to existing locations.

The services that Network Rail require include: management of the site by the supplier’s staff; safe acceptance and release of traffic;

ensuring the correct consisting and orientation of trains; planning and coordinating yard movements; repairing and maintaining the LDC infrastructure to the levels received from (or otherwise enhanced by) Network Rail.

Network Rail delivers rail, and switch and crossing layouts, using eight rail delivery trains, three long welded rail trains, and train consists utilising fifty tilting wagons, and eight beam carriers respectively.

This requirement will be for the operation and maintenance of the existing vehicles and Network Rail is interested in the Participants’ ability and appetite to provide the associated rail haulage of these trains as an integrated service.
