Carmarthenshire County Council is seeking to appoint a developer to deliver a residential scheme on an 8.4 acre Council-owned greenfield site, two miles to the west of Carmarthen Town Centre. The subject site benefits from direct access to the new Carmarthen West link road,connecting the A40 at Traveller’s Rest to College Road. As part of this development, there will be a requirement for the developer to deliver a mixed tenure residential scheme. Affordable housing provision on the site must not be less than 40% of the total development with the Council acquiring 20% of the units on completion, for social rent.

Carmarthenshire County Council wishes to ensure that the marketplace plays an active role in shaping a viable and attractive tender opportunity. As a result, it has published an information document and questionnaire, attached to this notice.

Responses must be submitted electronically by email to CARMARTHENWEST@CARMARTHENSHIRE.GOV.UK. Responses must be received by 17:00 (GMT) on 05/03/21 in accordance with the guidance in the attached information.

On receipt of returned responses, the Council reserves the right to contact interested parties if further clarification is required.

There are currently no tender documents available at this stage; submissions received will not be scored and will NOT form part of an evaluation process. Tender procedures and documents will be finalised following supplier feedback and issued thereafter.

This engagement exercise will not be used for the purposes of short-listing at a later stage and non-participation in this exercise, will not restrict access to the tender opportunity.

The Council reserves the final right to follow what it considers to be the most appropriate approach to market and will not meet any costs incurred by any party in responding to this exercise. Having considered all representations, the Council reserves the right to package the requirement in such a way as to offer the most cost effective and sustainable solution.
