Rochdale BC is inviting tenders for security at Green Lane Depot, Heywood, and security at Number One Riverside, Rochdale. Rochdale BC is only inviting tenders from providers who can deliver across both sites.
CCTV MONITORING
Rochdale Borough Council is inviting tenders for Video Surveillance System Monitoring from the Council’s monitoring centre based within Rochdale Police Station.
The tender process aims to identify the cost of providing SIA qualified CCTV monitoring staff to monitor the Council fixed surveillance camera 24/7 with a minimum practicable staffing structure.

To provide SIA qualified security guards (in both CCTV monitoring and door supervision) in order to provide security at Number One Riverside, Rochdale and Green Lane Depot, Heywood.
It is the responsibility of the supplying company to ensure an appropriate person is responsible for ensuring the guard on duty is adequately trained on site procedures and the use of CCTV & Security equipment.
KEY OBJECTIVES
- To detect potential intruders on the site and around the perimeter of the premises.
- To carry out regular site checks around the premises, parked vehicles and storage areas and provide records that these are carried out.
- Monitor CCTV – deal with any incidents as appropriate
- To ensure that the above objectives are achieved at best value to the Council

two.2.4) Description of the procurement
The control room operates surveillance cameras installed in public areas. The service supports Rochdale’s Community Safety Plan to reduce the fear of crime, deter crime, detect crime, provide evidence of offences and support Police operations.
One of the primary objectives is to support and enhance Police operations and evidence gathering to assist with the provision of a safe and secure environment within the borough and to support the efficient detection and prosecution of criminal and anti-social behaviour. The service provider must work collaboratively and cooperatively with Greater Manchester Police (GMP) during the contract period.
The Council’s surveillance cameras will also support civil contingency duties and will from time to time be required to observe and report live community environmental conditions on request.
KEY OBJECTIVES
The CCTV service must be one that:
a) Is cost efficient and quality driven
b) achieves the standards laid out by British Standards on the management and operation of CCTV systems
c) achieves the requirements of national standards, best practice for the management and operation of CCTV systems
d) ensures best practice and innovation fostering measurable, continuous service improvement
e) works with the Police and Council Partners in the investigation of criminal offences, protecting citizens of the borough and supporting emergency planning responses
f) ensures a sympathetic and flexible response to any unplanned occurrence
g) the Contractor must ensure that all staff are accredited to relevant SIA training and examination
