The South West Police Procurement Service (SWPPS), on behalf of Avon & Somerset Police, Devon & Cornwall Police, Dorset Police, Gloucestershire Police and Wiltshire Police, are currently undertaking early market engagement and considering various route to market options in order to run a successful procurement process for their future cleaning service requirements. Avon & Somerset Police will be included in the future service, but won’t onboard until 10 September 2026, as that is when their current contract expires. The provision of a cleaning service includes general office cleaning, custody cleaning, Sexual Assault Referral Centre (SARCs) cleaning, periodic cleaning, call-off cleaning, vehicle cleaning, window cleaning and the provision and distribution of cleaning consumables where required by each Customer. It should be noted that not all Customers need all of the cleaning services described and that will be made clear in the tender documentation.The purpose of the Prior Information Notice (PIN) is for early engagement with the market prior to undertaking a formal tender process which is anticipated to commence in May 2025. The provision of a cleaning service includes general office cleaning, custody cleaning, Sexual Assault Referral Centre (SARCs) cleaning, periodic cleaning, call-off cleaning, vehicle cleaning, window cleaning and the provision and distribution of cleaning consumables where required by each Customer. It should be noted that not all Customers need all of the cleaning services described and that will be made clear in the tender documentation.The purpose of the Prior Information Notice (PIN) is for early engagement with the market prior to undertaking a formal tender process which is anticipated to commence in May 2025. This is in support of developing the requirements for the provision of cleaning services to its premises. The engagement will also cover some broader areas which support developing the approach to the procurement, conditions of participation, identifying suppliers and building capacity in the market. The outcome of the market engagement will assist in refining its high-level requirements to feed into the tender documentation. The market engagement is to openly consult with the wider market place to share our requirements and gather information whilst also providing information on our current position. We will be seeking input from the supply market to inform our requirements, to help formulate our specification for the services and help identify routes to market.
