two.2.4) Description of the procurement

Defence Business Services (DBS) uses the Disclosure & Barring Service (D&BS) to request Criminal Record Checks on Civilians & Crown Servants in England and Wales. To improve the existing D&BS ‘end to end’ process for service personnel and volunteers the provision of a digitised solution which will utilise an e-broker service is being sought to replace the current paper-based application process. There are roughly 16,000 checks requested per year. The checks should be carried out within 48 hours of receipt of tasking.

Justification:

“In accordance with Regulation 27 (5), the Authority is reducing the time limit for receipt of tenders to 15 days from the date of this contract notice as the time limit laid down in regulation 27 paragraph (2) is impracticable due to the urgency of this requirement. This requirement is urgent due to the impact on operational delivery as an Authority Join Service Publication (JSP 893) has recently been amended which implements new measures which restrict staff employment and existing roles who require Disclosure and Baring Service (D&BS) checks. The Tri Services have highlighted that the current delays to D&BS clearances are having a negative impact on key service areas and it is imperative that a newly improved service is implemented in the most timely manner possible.”
