two.2.4) Description of the procurement
The Maplesden Noakes School is an 11-19 Secondary School in Maidstone, Kent, serving a catchment area in Mid Kent. In February 2012, the School became an Academy. It is currently in the process of expanding its roll and has been expanding by an additional form of entry since 2017 with a view to expanding its capacity by two forms of entry by September 2021. The School also has a thriving and expanding Sixth Form and once all year groups are at capacity the school will have a student roll of 1500 students. The School has been undertaking an expansion plan for the last 3 years and this includes the expansion of the catering hall, teaching facilities and a new 3 storey building due to be finished in May 2021 to accommodate the increase in student numbers.
The Maplesden Noakes School is a High-Performance Learning School and we want students to be proud of their school and their environment ensuring that high standards and high expectations are modelled and demonstrated by both staff and students at every level.
Tender information:
The tender project is seeking to appoint a contractor whose initiative and innovation will be welcomed for the provision of cleaning services within the facilities for the school. The high-quality service levels proposed, should maintain excellent standards throughout, resulting in a pleasant environment for both the pupils and staff.
The basis and rationale that the Client requires the successful contractor to operate to at all times, is being able to provide a School that is fit for purpose and that the Contractor is proactive in the management of the contract, thus ensuring that all specifications are achieved and that the frequency of cleans is as detailed within the Tender Specification.
The contract being tendered is for three years in duration 1st September 2021 to 31st August 2024 with the option to extend for up to a further 2 years at the discretion of the client. The contract will be fixed price in nature, with the Contractor invoicing the Client for one-twelfth of the annual cost on a monthly basis.
It should be noted that the successful contractor will be expected to bring to the contract: innovation; new equipment; and cleaning methods, with BICSc standards being achieved, as a minimum, thus ensuring that the highest levels of cleanliness are maintained in all areas at all times and also ensuring that the productivity of the cleaning operatives is enhanced moving forward into the new contract term.
Current cleaning arrangement:
At present the structure of cleaning staff is per the below – although there are currently vacancies within this structure:
•Currently 5 part time cleaning operatives (pre Covid 10 part time cleaning operatives & 1 Cleaning Supervisor)
The above is due to COVID and the change in cleaning requirements and is currently being supplemented with agency cleaners together with the times and structure having to be changed to support the cleaning of year group bubbles.
The current provision is run in house with the exception of the current agency staff who operate on a needs basis. There 5 incumbent members of cleaning staff are members of the LGPS (Local Government Pension Scheme)
Please be advised that the school has a minimum requirement for a contractor’s employers liability/ public liability and professional indemnity insurance of £5m
The minimum annual turnover that your company must have achieved to be considered for this opportunity is £1m
The annual value of the current contract is £130k (what it currently costs the school for staffing and materials) based on pre Covid costs based on Sept 2018-Aug 2019 annual accounts.
Therefore the value of the term of the contract is approximately £650k (annual value of the contract x 5yrs)
