Leicestershire County Council invites tenders for the provision of a service to provide good quality refurbished (and where agreed graded/new) furniture and goods and/or services ordered by the Council or an Accredited Partner (including District Councils and Voluntary and Community organisations). The Service will provide ordered goods to people in hardship and crisis (to enable people to move out of temporary accommodation, access tenancies etc.) and comprises a key element of the Signposting and Community Support Service (SCSS).

The successful tenderer will provide supplies/services from a catalogue of generically priced items as well as delivery and, where required, installation of these goods/services. Any Catalogue item ordered shall be of a clean and satisfactory quality and fit for purpose and comply with all applicable statutory and regulatory requirements. The Provider shall ensure that Catalogue items ordered are properly packed and secured in such manner as to enable them to reach their destination in good condition.

The Services required under this contract are detailed in Document 2: Specification.

Leicestershire County Council (LCC) will incorporate a minimum 10 calendar day standstill

period at the point of information on the award of the contract is communicated to

Tenderers. LCC will ensure information on the award of the contract is communicated to all

Tenderers. Tenderers who are unsuccessful shall be informed by LCC as soon as possible

after the decision has been made as to the reasons why the applicant/ tenderer was

unsuccessful.

If an appeal regarding the award of the contract has not been successfully resolved, the

Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or

are at risk of harm by breach of the rules to take legal action. Any such action must be

brought within the applicable limitation period. Where a contract has not been entered into

the Court may order the setting aside of the award decision or order for any document to be

amended. The purpose of the standstill period referred to above is to allow the parties to

apply to the Courts to review the award decision before the contract is entered into.
