The main aims of this countywide Offenders Service are to provide housing related support Services for high and medium level risk offenders supervised by the National Probation Service (NPS) to access suitable accommodation, reduce the risk of re-offending, to avoid eviction and homelessness and to reduce the need for more intensive support. The main aims of the substance misuse service details the requirements for a Harrogate-based supported housing Service for those accessing adult substance misuse services, who are homeless or at risk of becoming homeless in North Yorkshire. The service is intended to provide short-term accommodation and support for people who have achieved some progress in addressing their substance misuse and require a stable place to live in order to support long-term recovery. This contract falls under Section 7 of the Public Contract Regulations 2015 – Social and other Specific Services (Light Touch Regime). The procurement process will follow the principles of an OJEU Open process in accordance with regulation 27 of the Public Contracts Regulations 2015. The procurement is divided into 3 lots. Lot 1 (Offenders 60 units) and Lot 3 (Substance Misuse) has a whole life term of 4 years (48 months). Lot 2 (Offenders 10 units) has a whole life term of 1 year (12 months). North Yorkshire County Council shall in accordance with the Public Contracts (Amendment) Regulations 2015, incorporate a minimum 10 day standstill period commencing at the point that information on the intention to award the contract is sent to tenderers. The council shall, as soon as possible after the decision has been made, inform the tenderers and candidates of its decision, and shall do so by notice in writing by the most rapid means of communication practicable. The information will include: (a) the criteria for the award of the contract; (b) the reasons for the decision; (c) the name of the economic operator to be awarded; (d) a precise statement when the standstill is expected to end. Should additional information be required, please contact the person cited in paragraph l.1) of this form. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2015 (SI2015 No 6) provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be started within 30 working days beginning with the date when the aggrieved party first knew or ought to have known that grounds for starting the proceedings had arisen. Where a contract has not been entered into the court may order the setting aside of the award decision or order the authority to amend any document and may award damages. Following the 10 day standstill period, if no further debriefing has been requested, the court may only award damages once the contract has been entered into
