two.2.4) Description of the procurement

This is being let as a concession contract on the basis that the Concessionaire will be granted the right to exploit the services and generate income. In return, TRP will receive a percentage of the income generated by the Concessionaire. Bidders should note that the following changes to the Services are envisaged during the term of the Contract: •subject to approval from Parliament, car parks at Richmond Park and Bushy Park may be incorporated as locations from which the Services are to be provided; •the requirement for payment of parking charges to be made via a mobile phone app instead of a ticket; •the replacement of pay and display machines as they come to the end of life; and subject to approval from Parliament, the possibility of an increase in parking charges.

AWARD PROCESS - The Royal Parks will use a two-stage tendering process composed of the SQ Stage and an ITT Stage. Following the evaluation of the SQ Responses received by The Royal Parks at the SQ Stage, the top five (5) scoring bidders will be invited to tender. There will be no negotiation with bidders, and bidders will be expected to accept the terms of the contract without amendment.
