Extreme and unavoidable urgency
This interim contract is required to maintain essential responsive repairs during a peak period following organisational merger. The urgency arises from unforeseen demand levels that could not reasonably have been anticipated. Failure to act would risk non-compliance with statutory obligations under the Landlord and Tenant Act and compromise resident safety. A competitive procedure is not possible within the time available; therefore, a direct award is necessary to ensure continuity of service while a fully compliant long-term procurement is completed
