seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The contract forms a key part in supporting DWP deliver the Workplace Service Programme (WPS), for the re-procurement of business critical services that enable DWP buildings to operate and function for more than 20 million customers and claimants. Given the scale of WPS and its importance to the delivery of DWP services, additional resource is required on the programme to support its delivery and ensure efficiency and best practice throughout to ensure that milestones are met on time and encouraging innovation and providing recommendations to improve delivery.

The high-level scope of the contract is as follows:

• Procurement Support

• Existing Contracts Demobilisation

• Supply Chain Mobilisation

• Change Management

• Transition Management

• Cutover

DWP Estates require the continuation of the services EY are providing as they are essential to the success of the WPS programme. These are an effective PMO function that has the capacity and capability to support the Workplace Services Programme, to minimise business disruption and ensure the new contracts are delivered on time. As well as access to additional Subject Matter Experts (SMEs) to deliver the Workplace Services Programme.

This Change Request is for the continuation of the existing service that is delivered by EY. Due to shifting timelines for the WPS Programme the Mobilisation of the WPS contracts have been delayed by DWP. This has had an impact on EY delivering some of the outcomes in the current specification.

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

As the Workplace Services Programme has progressed several unforeseen delays arose that has driven spend levels to a much higher level than the original profile. The spend room available in the contract is now much less than anticipated and an increase to the contract value is required to ensure vital work can continue.
