The provider delivers continuing health care services in Hertfordshire.
Hertfordshire and West Essex Integrated Care Board intend to award a contract following direct award process A.
The contract will be a one year plus optional one year extension. The value of the contract is estimated to be £1,880,840 for 2025-26. If the contract extension is enacted, the total value for the contract will be circa £3,761,680
Values for this contract have been modelled on previous activity and spend to provide an indicative number of users and contract value. Annual value of the service will be circa £1,880,840 per annum. These services may be subject to uplift during the total term of the contract, with payments made to providers in line with local tariff.
Uptake of this service is driven solely by the local population. Usage and value of the service is subject to change, dependent on local population needs, which can decrease as well as increase in any given year of the term of the contract.
Payment will be made on the number of Users presenting at the services in any given year of the contract.

seven.2) Information about modifications
seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
The contract has been modified to update the lifetime value of the contract to £2,569,644 per annum per annum, with effect from 1st April 2025 to 31st Match 2026. Should the optional extension be used, the maximum contract value for the 2-year period is £5,139,288
There is no change in the length of the contract. The modification will result in an increase to the estimated lifetime value of the contract.
The precise annual value of the contract will be calculated in accordance with the principles used to calculate the financial value for the period 1 April 2025 to 31 March 2026 as follows.
The financial value for the period 1st April 2025 to 31st March 2026 will be the 2024-25 actual out turn for the financial year and adjusted by the national cost uplift and efficiency factors for 2025/26.
The Co-ordinating Commissioner reserves the right to review the application of the cost uplifts and efficiency factors as part of the 2025-26 contract planning process.
seven.2.2) Reasons for modification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
The ICB considers that the modification enables continuity of service provision for the Community service which is integral to supporting the delivery of system wide community service priorities.
The ICB also considers that the modification is permitted pursuant to the Health Care Services (Provider Selection Regime) Regulations 2023 under regulation 13 paragraphs (3) and (4).
This on the basis that:
- Direct award process A was followed for the original award of the contract, and the modification does not render the contract materially different in character.
- The publication of a modification notice is required as the modification is attributable to a decision of the relevant authority, and the cumulative change in the lifetime value of the contract since it was entered into, is £500k or more.
