The aim of the service is to provide a Therapeutic Pathway for 14-24 (inclusive) year olds to offer mild-moderate emotional wellbeing and mental health support for young people. Evidence based support may include emotional wellbeing and mental health advice, Youth Work and Counselling. Essential to deliver 'drop-in' based support via several locally based hubs.

The contract period will be for an initial period of 3 years with the option to extend for up to a further two years, commencing 1st April 2024. The contract value is £1,450,000 per annum.

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

This modification will add £339k per annum (£1,356k - across 4 years 2025-2029) to the service contract. This will support a wait list initiative, purchasing additional staff hours to increase caseload capacity and drive down waiting times.

Funding is needed to increase the staff capacity of counsellors and Youth Mental heath workers to manage increased referrals since the introduction of the Children & Young People -Mental Health Advice, Support and Access Service service. Whilst this has decreased the level of referrals to secondary services it has increased numbers coming into early help services, meaning more young people are in need of this support.

This modification will also include the inflationary uplifts for 2024/2025 & 2025/2026.

The modification is made in response to external factors beyond the control of the relevant authority and the provider, including but not limited to:

• changes in patient or service user volume

• changes in prices in accordance with a formula provided for in the contract documents (for example uplifts in prices published in the National Tariff or index linking)

but do not render the contract or framework agreement materially different in character
